Day Two of GISEC Global 2025 Highlights Government Leadership in Cybersecurity


The second day of GISEC Global 2025 shifted the focus to government leadership, as high-ranking officials from the UAE and across the globe took center stage at the Dubai World Trade Centre.

Government strategies in implementing a multi-layered cybersecurity approach dominated discussions at the world’s third-largest cybersecurity event—and the largest in the MENA region.

Following a strong opening day, the event welcomed another wave of over 25,000 attendees from 160+ countries, including 450 global CISOs, under the central theme: "Securing an AI-Powered Future."

In light of the Microsoft Digital Defense Report 2024, which ranks governments as the third most-targeted sector by nation-state actors, the Global Cybersecurity Congress opened with a keynote by H.E. Dr. Mohamed Al-Kuwaiti, Head of the UAE Cybersecurity Council. He emphasized the urgent need for global collaboration in building stronger defenses and shaping future cybersecurity policy frameworks.

H.E. Dr. Mohamed Al-Kuwaiti also joined a thought-provoking panel discussion alongside senior leaders from across the cybersecurity landscape, where they explored advanced research, the power of public-private collaboration, and strategies for developing future-ready cyber talent to address emerging threats.

Among the panelists was Pei Ling Lee, Head of Cyber Strategy and Capabilities Development at Interpol, who leads the organization’s global cybercrime strategy under its Global Cybercrime Programme. She emphasized the importance of fostering deeper, more meaningful dialogue to drive positive, global impact across the cybersecurity industry.

She said: “Of course, training is a very important part but, at Interpol, we also realise there is a need to promote better coordination between law enforcement and entities that are dealing with cybersecurity issues. Therefore, there is more importance on collaboration between international organisations so people can share their expertise with each other, which can be implemented at national levels.”

‘Waiting is no longer an option – we need to take the quantum leap now’

Afra Ibrahim Bin Fares, Senior Policy & Regulations Affairs Executive at Dubai Electronic Security Center (DESC), also delivered an insightful presentation that explored the steps being taken by the government entity in preparing for the quantum leap.

The event has brought together some of the leading players in the industry, including Huawei, AWS, Microsoft, Google Cloud Security, CISCO, Deloitte, Kaspersky, Check Point, Cloudflare and Honeywell, alongside groundbreaking cybersecurity companies Spire Solutions, CPX, CyberKnight, LinkShadow, OPSWAT, Qualys, CrowdStrike and StrikeReady.
